Reports show that the Taliban head Mullah Omar has issued his forces in Afghanistan with a booklet containing the new code of conduct for the Taliban, including new, reformed and somehow, “civilized”, instructions on the treatment of civilians, prisoners as well as avoiding “civilian” casualties in what seems to be their latest ploy in putting up a challenge to the effectiveness of the Afghan government. Also, there seems to an attempt to reestablish the chain of command as well as making maximum use of the all the major areas where the Afghan government has failed – which is basically almost all areas deemed to be of the concern of the Afghan government.

The Telegraph has a rather nice summary of the 13 chapters and 67 articles including some of the instructions on How to be a Good Taliban:

Suicide attacks:

“Should only be used on high and important targets. A brave son of Islam should not be used for lower and useless targets. Governors, district chiefs and line commanders and every member of the Mujahideen must do their best to avoid civilian deaths, civilian injuries and damage to civilian property. Great care must be taken.”


“Whenever any official, soldier, contractor or worker of the slave government is captured, these prisoners cannot be attacked or harmed. If the prisoner is a director, commander or district chief or higher, the decision on whether to harm, kill, release or forgive them is only made by the Imam.”

Nato soldiers:

“If a military infidel is captured, the decision on whether to kill, release or exchange the hostage is only to be made by the Imam or deputy Imam.”


“The decision on whether to seek a prisoner exchange, or to release the prisoner, with a strong guarantee, will be made by the provincial leader. Releasing prisoners in exchange for money is strictly prohibited.”

Hearts and minds:

“The Mujahideen have to behave well and show proper treatment to the nation, in order to bring the hearts of civilian Muslims closer to them.”

Equal opportunities:

“The Mujahideen must avoid discrimination based on tribal roots, language or their geographic background.”

Given the fact that the guys on the side of “democracy” are too busy making a mockery of it all, this is cleverly timed Taliban election pamphlet. Meanwhile, the Afghan government or countries involved in this phase of the Afghan war are yet to come up with a comprehensive strategy towards addressing the basic issues the Afghans are faced with, at least, in order to sway them away from supporting opposition as means of expressing their frustration with the failure of the Afghan government and in turn with that of its backers.

Of marital rape and other laws

It appears that all the protests have paid off. The Afghan government has revised and amended its, now infamous, rape law but, as expected, is yet to come out of the Stone Age. The new and improved Islamic Shariah law for Afghanistan’s Shia minority does not anymore make women submit to their husbands’ once-every-four-days sexual advancements but merely gets them to do so by allowing husbands to starve their wives if they refuse to have sex with them. Apparently this guy “was not happy” but has agreed to make concessions to sanity in this regard. Also this ayatollah believes that it is all in line with “freedom”, “rights of women” and “shariah of the prophet”.

Consent or otherwise, the concept or marital rape is non-existent in Afghanistan. It’s is generally accepted that marriage equals a lifetime of consent for men and submission by women.

According to activist Wazhman Forogh, “There have been a few little changes, but they are not enough. For example, if the wife doesn’t accept her husband’s sexual requirements then he can deny her food.”

In addition, there is room for rapists to go free if they offer to marry their victims. Razia Jan, who is currently building a women’s center in Bamiyan said: “Violence against women is already endemic. Men pay thousands of dollars for young girls and they are treated like slaves. Women here are already so vulnerable.”

This recent report by Reuters rates rape is a huge problem in Afghanistan and claims that it is an everyday occurrence with perpetrators usually tied to local militias, mullahs and elders. The plight of victims is almost always ignored by the shuras and jirgas led by elderly illiterate villagers.

An Islamist tribal leader conquered inferior tribes and named his kingdom Afghanistan. Depending on who was paying better, the country was under either the Russian or British influence for decades pretending to be a buffer between both. With the arrival of actual literacy in the Royal family, the country was declared independent of notional British control in 1919. It was followed by attempts of secularizing and freeing the country out of the self built pariah state. That was not to be.

Tribes were not particularly pleased with the Royal Family, especially after having seen the Queen bareheaded in public. How dare Amanullah! They unleashed their jihadist wrath on the King and made him run for his life.

Democracy never developed beyond experimentation. Two different versions were imported in 1973 and 1978. This laboratory of the Left and the Right was then faced with the wrath of the Allah’s bodyguards. Communists extended an invitation to the Soviet Union to join the fun in 1979. This touched off a chain of Jihadi and anti-Jihadi wars that turned the country of the people into the country of the god and ghosts. Mullah’s accused the Socialists of insulting the heavenly judgement by redistributing wealth and land. How dare they!

The extreme religious Right claimed moral superiority as apparently the old Allah and his bodyguard tribes were on their side. The USSR withdrew in 1989 leaving the country with wrath and wrath-ists everywhere. Allah’s bodyguards then turned on each other and everyone else claiming to have support and instructions from some invisible being, which sent instructions in Arabic from across the borders. Allah’s presidential guards took over Kabul in 1996. These saints were Allah’s direct descendents and were therefore obliged to carry out heavenly punishments for all minor and major issues. Apparently Allah and his descendents did not only not like their former bodyguards but people of different shapes and colors as well. The quick solution was to homogenize the population through genocide and public executions. With a superior version of the religion came superior operations and super deeds!

Inline with the tradition of the turning against the boss, Allah’s descendents attacked their anti-Soviet sponsors on 11 September 2001 killing over 3000 people. It was the bodyguards’ turn all over again. Intense American and European pressure made them sit together and talk, for a change. Out they came with better marketing and brand new packaging. Hamid Karzai was now the charislamatic leader of the Islamic Islapublic of Islaghanistan. Islamic Assembly was inaugurated the following December to provide the bodyguards and ‘former’ descendants with a cave like environment so that they could sit together, threaten each other, beat women MP’s, ban Television shows and legislate a new Islamic order every other day. Of course, the overthrown Allah’s committed descendants haven’t liked any of this and have so far successfully killed thousands on the disliked public and strangers.
